False Incitement Prohibition

It is unlawful to announce or otherwise deliberately communicate a message the announcer/communicator knows to be false or distorted, if such announcement/communication can be reasonably expected to lead to crime and/or cause panic which endangers the physical safety of others.   Finer delineations of this category of crime, and penalties therefore, must be specified by law.
