Neither laws forbidding conduct not explicitly or implicitly forbidden by this document, nor laws regulating conduct not explicitly or implicitly regulated by this document, nor laws permitting conduct explicitly forbidden by this document, nor laws deregulating conduct explicitly regulated by this document, can be enacted by any means, including declaration by an agent of the state, representative legislation, and direct democratic mandate, nor through any other means, provided that this document can be altered in accordance with § Constitutional Enactment, Amendment, and Extension.
