On Fee and Penalty Assessment

Fees and criminal penalties are levied against individuals.   Fees and penalties must be issued to an individual, and must be honored by that individual.   They cannot be associated with property as such, and particularly, fees and penalties relating to a particular item of property, remain the full responsibility of the particular owner on whom the fee or penalty is assessed, whether or not he remains the owner of the property.
