State Involvement in Medicine

Medicine and surgery cannot be regulated except for the management, treatment, and prophylaxis of infectious diseases, and regulation of psychoactives as enumerated elsewhere in this document.

In general, state health protection activities must not extend beyond study, management, treatment, and prophylaxis of communicable diseases and illnesses.
