Competency of State Employees

All employees of the state who have authority or responsibility for appointment (including all hiring decisions), regulatory authorship, law enforcement, voting in a legislature, voting at trial, or issuing military orders, must demonstrate thorough knowledge of this document once every year, through performance on a thorough test with a written (or typed) and spoken component.
