The President and Lieutenant

For each branch of the state, and within each unit of state when that unit has that branch, this document describes a president.   Each candidate president, except for the presidents of the legislature, must identify and publicize a lieutenant at least one month prior to his appointment. In the event that the president is unable to attend to his duties for any reason, the lieutenant acts in his place.
